Post-doctoral scholar with a scholar grant
If the non-European worker is a post-doctoral scholar, the need for authorisation depends on the duration of the employment in Belgium.

The post-doctoral scholar works in Belgium for more than 90 days and three years at most
Apply for a single permit "in the frame of an exemption"The post-doctoral scholar works in Belgium for maximum 90 days
You do not need to apply for a work permit from Brussels Economy and Employment to work in Belgium. (exemption by operation of law under Article 2, 25° of the RD of 09/06/1999).
However, you are required to send a completed form to Brussels Economy and Employment (travail.eco@sprb.brussels).
